Рейтинг прозорості міст-2019: одразу два переможці

12 лютого Трансперенсі Інтернешнл Україна оприлюднила Рейтинг прозорості міст-2019. Уперше лідерами стали одразу два міста — Дрогобич (1 місце у 2018) і Покров (екс-Орджонікідзе, 4 місце у 2018), які отримали по 79,1 бала.

До п'ятірки найбільш прозорих міст також увійшли Тернопіль (76,0, 10 місце у 2018), Маріуполь (74,6, 2 місце у 2018) і Вінниця (74,2, 3 місце у 2018). Натомість, за результатами 2019 року топ-5 залишив Дніпро.

Ще два міста — Покровськ (екс-Красноармійськ) і Коломия — продемонстрували, що, маючи бажання та політичну волю, можна протягом одного року вирости в рейтингу на 67 позицій (з 89 на 22 місце та з 96 на 29 місце відповідно). Також суттєвого прогресу досягли Дубно (з 46 на 11 місце), Мукачево (з 44 на 13 місце), Кам'янське (з 28 на 8 місце) та Полтава (з 81 на 40 місце).

Найменш прозорими містами цього року стали Конотоп, Світловодськ, Новомосковськ.

Понад третина міст перетнула позначку у 50 балів. У 2017 році лише 6% мали подібні показники.

"Попри позитивну динаміку, темпи підвищення прозорості міст знижуються. У 2018 рівень прозорості підвищився на 12%, а у 2019 році — на 6%, — зазначає виконавчий директор ТІ Україна Андрій Боровик. — Очевидно, що міськради швидше виконують ті рекомендації, які для них легші. А зміни в складніших сферах чиновники відкладають на потім. З огляду на близькі місцеві вибори, у 2020 році варто чекати помітнішого зростання".

У цьогорічному рейтингу середній рівень прозорості складає 45,7 бала. Найбільш прозорими стали сфери кадрових питань (68%) і доступу та участі (66%). Найменш прозорими залишаються соціальна сфера (втілено 25% рекомендацій) та житлова сфера (втілено лише 23% рекомендацій). Зазначимо, що така "непопулярність" зрушень в житловій сфері спостерігається вже три роки поспіль — цьогоріч відразу 18 міст не зробили зрушень у цьому напрямку.

Захід відбувся за фінансової підтримки проєкту ПРООН "Громадянське суспільство задля розвитку демократії та прав людини в Україні", який фінансується Міністерством закордонних справ Данії та проєкту «Онлайн-платформа «Прозорі міста» для взаємодії громадянського суспільства та органів місцевого самоврядування для кращої підзвітності та належного врядування», який фінансується ЄС.

ТІ Україна започаткувала програму "Transparent cities/Прозорі міста" у 2017 році. Її мета — подолати корупцію на місцевому рівні та запровадити найкращі практики прозорості та підзвітності. Експерти щорічно аналізують відкритість міських рад за показниками в 14 сферах. За результатами рейтингу вони надають рекомендації щодо вдосконалення міст та консультують міські ради, як їх впровадити. За три роки середній показник прозорості міст підвищився на 53%.

ТІ Україна впроваджує проєкт "Громадянське суспільство задля розвитку демократії та прав людини в Україні" за фінансової підтримки ПРООН. Проєкт спрямований на підвищення прозорості та підзвітності місцевої влади. В його рамках проводяться третя оцінка прозорості 100 найбільших міст України, презентації для міських рад та регіональних громадських організацій, а також оцінка прозорості влади в містах, які не охоплює Рейтинг.

2019 City Transparency Ranking: Two Winners at Once

On 12 February, Transparency International (TI) Ukraine released the 2019 Transparency Ranking of 100 Largest Ukrainian Cities. For the first time, two cities have topped the ranking: Drohobych (1^st place in 2018), and Pokrov (formerly Ordzhonikidze, 4^th place in 2018) with 79.1 points each.

The top-5 also includes Ternopil (76 points, 10^th place in 2018), Mariupol (74.6 points, 2^nd place in 2018), and Vinnytsya (74.2, 3^rdplace in 2018). Another member of the top-5 in 2018, Dnipro, has left it in the current rating.

The best progress was demonstrated by Pokrovsk (formerly Krasnoarmiysk) and Kolomyia, which rose in the ranking by 67 positions (from 89^th place in 2018 to 22^nd place and from 96^th in 2018 to 29^th place, respectively). They have proved that a proper effort and political will can make it possible to rise in the rating. The other cities with significant improvements in the 2019 Ranking are Dubno (from 46^th to 11^th place), Mukacheve (from 44^th to 13^th place), Kamyanske (from 28^th to 8^th place), and Poltava (from 81^st to 40^th place).

Amongst the 100 cities ranked, the least successful are Konotop, Svitlovodsk, and Novomoskovsk.

In 2019, 36 cities crossed the 50-point mark (in 2017 and 2018 this indicator was, respectively, 6 and 27 cities). The average city transparency level in 2019 is 45.7 points (up from 29.9 in 2017).

"Despite the positive dynamics, the city transparency yield is declining: in 2018, it was +12%, but only +6% in 2019," says Andrii Borovyk, Executive Director of TI Ukraine. "This can be explained by the fact that the city councils strive more to comply with the indicators that seem easier for them. Yet for the difficult ones it takes a lot longer. However, considering the upcoming local elections this year, we expect a significant increase in 2020 within the new phase of the project implemented with support from the EU Delegation to Ukraine."

In 2019, the most transparent were the areas of Human Relations (68%) and Access and Participation (66%). The least transparent appeared the social sphere (25% of recommendations implemented) and the housing sector (23% of recommendations implemented). It is worth mentioning that such "unpopularity" of improvements in the housing sector has been observed for three years in a row: in 2019, at once, 18 cities did not make any changes in this direction.

Transparency International Ukraine is an accredited chapter of the global movement Transparency International with a comprehensive approach to development and implementation of change for reduction of the corruption levels.

Transparent Cities is a programme launched in 2017 by Transparency International Ukraine that aims to motivate Ukrainian cities to become more transparent, accountable and interested in progress. EU-funded project "Transparent Cities e-platform for cooperation of citizens and local governments for accountability and good governance" is a TI Ukraine's initiative to enhance its City Transparency Ranking by launching an online-platform as a key project tool aimed at improving cooperation between the CSOs and local self-government bodies.

The Top 100 Cities Transparency Ranking is prepared annually via expert analysis of the openness of city councils by indicators in 14 areas. Based on the ranking, experts provide recommendations for improvements and advise city councils on how to implement them. In three years, the average transparency of cities has increased by 53%.

UNDP supports TI Ukraine in implementation of the project "Civil Society for Enhanced Democracy and Human Rights in Ukraine" which aims to improve transparency and accountability at the local level through conducting the third annual assessment of transparency in 100 cities. The other project activities include advocacy presentations for city councils and local NGOs and engagement of city councils that did not take part in the TC rating before.
