Проект ЄС представив Звіт про методи боротьби з корупцією в державних закупівлях
Директор Департаменту регулювання державних закупівель міністерства економічного розвитку і торгівлі, пан Олександр Стародубцев засвідчив, що одним із пріоритетних завдань в процесі реформування державних закупівель є боротьба з корупцією в галузі. Тому, як зазначив пан Стародубцев, разом з інтенсивною роботою з впровадження електронних закупівель, важливо ретельно вивчити світовий досвід та існуючі механізми протидії корупції.
Заступник Голови Представництва ЄС в Україні, пан Томас Фреллесен підкреслив вагомість підтримки Європейським Союзом постійних та ґрунтовних реформ у галузі державних закупівель в Україні. На думку ЄС, корупція залишається вагомою проблемою, тому слід розглядати всі доступні засоби для забезпечення цілісності системи державних закупівель.
Пан Юджин Стюарт, керівник Проекту ЄС, сказав, що передовий міжнародний досвід є важливим для всіх аспектів реформування системи державних закупівель і не в останню чергу - для забезпечення цілісності системи державних закупівель через ліквідацію корупції. Новий звіт Проекту пропонує розглянути кращі міжнародні практики в антикорупційних заходах в сфері державних закупівель та розкриває корупційні ризики, що виникають протягом циклу закупівель.
Представляючи доповідь, експерт проекту, пані Анастасія Каліна сказала, що основною метою звіту є виявлення можливих «м'яких запобіжних заходів», таких як Кодекс поведінки, для посилення антикорупційних зусиль у державних закупівлях. Такі ініціативи добре працювали у багатьох країнах. Питання в тому, чи вони можуть бути розроблені в якості додаткових інструментів для боротьби з корупцією у сфері державних закупівель в Україні.
У заході взяли участь близько 50 осіб, у тому числі представники Верховної Ради, Кабінету Міністрів, Міністерства економічного розвитку і торгівлі та інших міністерств, Антикорупційного бюро, Transparency International Україна та інших організацій громадянського суспільства, Представництва ЄС в Україні, а також експерти Проекту ЄС.
Про Проект:
Проект ( http://eupublicprocurement.org.ua/) спрямований на підтримку розвитку системи державних закупівель та системи державної допомоги в Україні у відповідності зі стандартами ЄС. Проект фінансується Європейським Союзом та реалізується Консорціумом на чолі з ведучою міжнародною компанією Crown Agents Ltd. Проект працюватиме до листопада 2016 року.

EU Project Presented Report on Anti-corruption measures and practices in public procurement
On 8 October 2015, the EU funded Project "Harmonisation of Public Procurement System in Ukraine with EU Standards" organised a workshop to present a new Report on international best practices for countering corruption in public procurement.a new Report on international best practices for countering corruption in public procurement. The focus of the event was on the presentation and discussion of the Project's Report on "Anti-Corruption Measures in Public Procurement – International Best Practices".
Director of Public Procurement Department, Ministry of Economic Development and Trade, Mr Oleksandr Starodubtsev, underlined that one of the primary focus of public procurement reforming is on combating corruption in the sphere. Mr Starodubtsev noted that along with a significant process to introduce extensive electronic procurement already underway, it is important to carefully examine international experience and existing anti-corruption mechanisms.
The Deputy Head of the EU Delegation to Ukraine, Mr. Thomas Frellesen, emphasised the importance that the European Union attaches to continuing and deep reforms in public procurement in Ukraine. In the EU view, corruption remains a concern and all available means should be looked at to comprehensively ensure integrity across the public procurement system.
Dr Eugene Stuart, Project Team Leader, said that international best practices were important across all aspects of public procurement reform – not least the central question of ensuring the integrity of the public procurement system via the elimination of corruption. The Project's new Report offers significant insights into international best practices in anti-corruption measures for public procurement and highlights where corruption risks are typically found throughout the procurement cycle.
Presenting the Report, Project Expert, Ms. Anastasia Kalina told the Workshop that a core idea emerging from the Report is the possible scope for soft law measures, such as Codes of Conduct, to reinforce other anti-corruption efforts, whether general or specific to the public procurement field. Such initiatives have worked well in many countries and a key question for Ukraine is whether some of these can be developed as additional tools for fighting corruption in public procurement.
The event was attended by some 50 persons, including Members of the Verkhovna Rada, officials from the Cabinet of Ministers, the Ministry of Economic Development and Trade and other Ministries, the Anti-Corruption Bureau, Transparency International Ukraine other civil society groups, the EU Delegation to Ukraine and EU experts.
Background information: The EU funded Project: ' Harmonisation of Public Procurement System of Ukraine with EU Standards' ( http://eupublicprocurement.org.ua/) commenced work in Kyiv in November 2013 and will operate until November 2016. The Project supports the development of both the public procurement and the State aid systems in Ukraine to meet EU standards. The Project is funded by the European Union and implemented by a Consortium led by Crown Agents Ltd.
